: (1) When studying the documents and details attached to the application received according to Section 4, if no reasonable grounds and reasons for granting the license are found, the license will not be granted to such applicant. The department shall give written information to the applicant within thirty days including the basis and reason for not granting such license.
(2) The applicant who is not satisfied with the decision made by the department according to sub-section (1) may appeal to the ministry within twenty one days from the date of receiving the information of such decision.
(3) If there is an appeal according to sub-section (2), the Ministry shall make a decision within thirty-five days of the appeal. The decision of the Ministry will be final.
